Hosea, ein gebildeter Mann, war wohl Beamter am Königshof in Samaria, dem heutigen Shomron / as-Samarah in Palästina -, verheiratet mit einer unzüchtigen Frau (Hosea 1), wohl einer Tempelhure; als symbolischer Akt sollte dies auf die sittlichen Verfehlungen des Volkes hinweisen. Rund dreißig Jahre lang wirkte er als Prophet zunächst im Nordreich Israel und kritisierte die kultischen Verfehlungen - insbesondere den Einfluss kanaanitscher Religion - und die Machtpolitik der Könige. Nach dem Fall des Nordreichs wirkte er im Südreich in Jerusalem. Am Ende heiratete er noch einmal, diesmal als Symbol der verheißenen Heilszeit (Hosea 3). Die Grundzüge des nach ihm benannten alttestamentlichen Prophetenbuches hat Hosea wohl selbst nieder geschrieben.
