Οι Συναξαριστές γράφουν ότι θανατώθηκε ξεώμενος. Ο Άγιος Ιερομάρτυς Θεόδωρος θεωρείται Έλληνας στην καταγωγή, αλλά γεννήθηκε στην Παλαιστίνη. Έγινε επίσκοπος Ρώμης επί Κώνσταντος του Β' κατά το 642 και πέθανε το 649. Τάχθηκε ευθύς κατά της «Εκθέσεως», αυτοκρατορικού διατάγματος διά του οποίου ο Ηράκλειος είχε ομολογήσει το Μονοθελητισμό και αγωνίσθηκε υπέρ της Ορθοδόξου πίστεως κατά των αιρετικών Μονοθελητών. Υπάρχει όμως αμφιβολία αν αυτός υπήρξε ιερομάρτυρας, διότι στον κατάλογο των Παπών ούτε ο Θεόδωρος ο Α' ούτε ο Θεόδωρος ο Β' (897), που επισκόπευσε 20 μόνο ήμερες με τον Στέφανο τον ΣΤ' και Ρωμανό, αναγράφονται μεταξύ των Αγίων.
